The Ibero-American Federation of Urban Planners (FIU) was established in October 2010 during the XIV Ibero-American Congress of Urban Planning in Santa Cruz de Tenerife, based on the Rio de Janeiro Protocol signed by 21 countries: Argentina, Bolivia, Brazil, Chile, Colombia, Cuba, Costa Rica, Ecuador, El Salvador, Spain, Guatemala, Mexico, Nicaragua, Panama, Paraguay, Peru, Portugal, Puerto Rico, Uruguay, Dominican Republic, and Venezuela.
