The recent change in the economic framework of the country is characterized by a significant increase in industrial investment and the consequent demand for suitable land to accommodate it, particularly in the Tarragona regions.
In recent years, numerous national and international companies have been located in the Constantí Industrial Park. Currently, it has 262 companies installed and is undoubtedly one of the top industrial parks in Catalonia.
Moreover, the future business projects of the Constantí industrial estate will involve an approximate investment of 855 million euros. An investment of 142 million euros per year in the municipality is expected, generating a total of 662 new direct jobs and another 2,500 indirect jobs.
Within the framework of sustainability, the industrial park will create an energy community by utilizing the roofs of the logistics warehouses, in a project planned for 2026; and a solar park at the Reus Constantí airport planned by AENA with 30,000 panels, a significant portion of which will be within the municipal boundaries.
The development of the PICO-Les Fonts-PPU-8 Sector represents the continuation of these dynamics. Moreover, its development entails a reinforcement of mobility, equipment, and services offered by the industrial park, responding to the demand for industrial land. It is important to highlight the suitability of the land to accommodate certain activities that, like the Waste Incinerator or other activities (storage, handling, and distribution of goods, subject to any mode of transportation), require large spaces located in territorially strategic places, and therefore very well connected. In this context, the development of the PPU-8 Sector consolidates the Constantí industrial park as planned in the Municipal Urban Planning Plan.
The Sector is a discontinuous sector. Area A is located next to the already developed polygon, while areas B and C are a small part of a much larger green zone and a sports facilities area situated in the northern part of the municipality of Constantí. Partly, the acquisition of the land is the responsibility of the development of different sectors of urbanizable land, which is why the development of the PPU represents a decisive step towards the achievement of these lands. However, at present, the treatment and design of the previously mentioned green areas are unknown. Due to their peripheral location, proximity to the Barranco de Mas del Sol, and their large extent, it seems reasonable to think that they will be a large green area, minimally anthropized and with a high degree of naturalness. Where heavy earthworks will be avoided and the planting of species adapted to the site's conditions with low maintenance and water consumption will be prioritized. Therefore, in all the evaluated alternatives, and as it cannot be otherwise, areas B and C comply with the provisions set forth in the POUM. Similarly, the position of the equipment transfer zone (still to be defined) is also maintained for parcel A.
In short, the equipment systems and green areas are located as planned according to the POUM (areas A, B, and C), to ensure continuity with the urban fabric of services.
Regarding area A, the most favorable option, following the criteria of the POUM and ensuring 35% minimum reserves of public land, proposes reducing the road surface to obtain larger plots of private land and meet the requirements for large industrial and logistics warehouses. The structural road system is defined by a road that crosses area A and connects with the main avenues of the industrial park, Avenida Europa and Avenida de las Puntas. The open spaces continue to be part of the servitude zones and increase their *surface area by reducing the percentage of roadway.
Thus, a system of free spaces is achieved that links the green areas and allows mobility on foot and by bicycle within the area, establishing a transition between the industrial zone and the agricultural area. The path follows the existing olive trees and uses them to provide shade along this route planned to ensure sustainable mobility. Similarly, in the park areas, most of the trees (hazelnuts, almond trees, and olive trees) are preserved, and areas for rest and recreation are created.
