The Coastal Management Plan has as its fundamental objective the effective and comprehensive protection of the Cantabrian coast. It is the only regional coastal protection law in Spain.

Their territorial model arises from the recognition of valuable spaces as well as the determination of a new organizational model based on sustainable development.

The plan establishes the effective protection of coastal areas and the coastal landscape, as well as the set of uses and activities compatible with the scope. The plan is conceived as a regional plan that establishes the general criteria for protection, settlement growth strategies, and the implementation of infrastructure as a collective strategy for the sustainable development of the coast.
